To state something, stated many times.

A unit that has taken a cohesion hit, that evades off the table counts as only 1 loss for army rout purposes.

This is a long standing ruling by El Kreator and the DT.

i.e. a LH that has taken a cohesion hit, then evades off the table. It does not count both cohesion hit and as a unit that has evaded from the table.
