Several lists allow one to take Arab nomad allies (list 75). When can those Arab nomad allies be taken as Bedouin? Are there any restrictions?

It says they can have Southern Hsiung-nu allies. But the Han list ends in 220 and the Southern Hsiung-nu begins in 304. Should it just be Hsiung-nu allies?
