Simple enough question. If you are in Desert can you place a hill with desert on it?

I ask because it says you can put ANY terrain available on a hill but then only mentions fields and plantations in the later text.

Though it seemed reasonable to me

my suggestion that you should be able to put a gully on a hill and negate both features was also rejected. I mean it works for protons and anti-protons

You may also add woods and villages to a hill though

There is no mention on page 71 of adding "ANY" terrain just vegetation or cover, neither of which sand dunes are.
(Or for that matter is a gully).

I think "any" maybe a memory hangover from 3rd edition but I Don't have the inclination to check back five years ago.
