P68. A road is the only element that can be placed over other terrain.
Does this mean that during terrain adjustment another piece of terrain (eg field) cannot be moved across a road? Had a disagreement on this in a game today. |

Thanks. Thats how I explained it too. So a terrain piece can be moved from a position where it doesn't have a road across it to a new position where it does. |

That 's it !
It's simply to represent that road works are so slow in France (adlg is a French rule) that it is quicker to move trees from a wood, a hill or a field, than to move a road.
