What does the 1 MU (2 MU for mounted) cost mean with respect to undefended fortifications.

My interpretation is: After expending the crossing cost the remaining movement is measured from the other side of the fortification. (There is a rule that all measurements are made from the front edge of the fortification. I assume this applies to movement whether going from behind to in front or from in front to behind of the fortification).

If HI were 1/2 MU from terrain that reduced HI movement to 1 it could move 1/2 MU into the woods. If it were 1/2 MU from a fortification does it:

1) Move the front edge a 1/2 MU beyond the far side of the fortification (thus straddling it).
2) Stop and have to wait till next turn to clear the fortification
3) The back edge of the unit is placed against the far side of the fortification.
4) something else?

If case 1 is true is movement reduced by 1 on the next turn or does only the front of the unit have to cross?

MI in the same case would move 1/2 to the fortification spend 1 to cross it and then have 1.5 MU to move beyond the front edge.

I think it's 2.
the fortification stop the move of the HI who needs to start in contact with it to cross it in one move.
as you said, a MI doesn't have this problem.

I do not see this rule. The closest is p 60 2nd bullet. That applies to units in contact with rear edge of fortification.
So what you describe would be for defenders, not attackers.

I think 1 is pretty clear. And no you don't pay a 2nd turn as you have paid already.
