I read that “BP6- All initial targets evade

I can't see how specifying one bullet point can be taken to refer to the whole section. Especially as the bullet point is mentioned first.

For consistency the rules themselves in section 7 use the entire section 6.
Careful. Using the written rules to suport an interpretation of a clarification is a circular arguement.
