It seems that a unit supporting a combat could move in its movement phase to take advantage of this rule if it is not engaged to its front and attack the enemy to its flank, is that correct?

ok, so what you really meant was:
So if you are flank-to-flank with an ennemy and you can and want charge him with another unit, it's better to free-conform first then to charge. You save cp.

My interpretation is:
Attacker declares charge. If he can choose flank or rear, he must choose at this moment.
This determines if target unit has to make 1/4 turn or not.
