Possibly our discussion was about what happens to the unit left on the flank during that round of combat.

Namely; is it a first round of melee so impact, furious charge, javelin etc. ...

Page 39 Interpenetration Special cases:

Interpenetration is not allowed if the friendly unit to be passed through is in melee or is providing support to a friendly unit in melee.

P80, Hesitant Corpd, Bullet 1. The first sentence states that troops in an untested hesitant or allied corps cannot move or shoot. I think that covers it.

This recently came up in a game.

A defending enemy corp had an untested unreliable commander.

That corp contained a heavy artillery unit.

Yes, declaring a charge is against a single unit / group. The charge process then handles the situation as events unfold.
